Elaine Goodman reports on a webinar that had good and bad news on critical minerals in the American West: A planned vanadium mine in Nevada will be the nation’s first and is expected to supply 60% of U.S. needs for the steel additive, which is also used in long-duration energy storage. But a proposal for a rare earth mine in Wyoming — critical for electric vehicles, solar panels and wind turbines — is illustrating just how slowly such plans can progress.


Now for the opposite end of the spectrum … cow manure, readily available in great quantity, and carries a considerable negative impact. Inside Climate News looks at whether California is overstating the climate benefits of manure methane digesters.


John Cropley has a story on New York moving to limit usage and reduce leakage of sulfur hexafluoride, the most potent of all known greenhouse gases. The state has introduced draft regulation on SF6, which is primarily used as an insulator in electrical equipment.


We also have three stories on offshore wind and, as usual, the news is mixed.


Jon Lamson reports that Vineyard Wind 1 sent its first electricity to the New England grid — only 5 MW, but an important milestone as the offshore wind industry struggles to build momentum in the United States. The wind farm off the coast of Massachusetts will have a nameplate rating of 806 MW when completed.


Cropley has the significant but not unexpected announcement by developers of Empire Wind 2 that they and New York state have agreed to cancel the offtake agreement for the proposed 1,260-MW wind farm, placing it in limbo. It now can rebid into New York’s current solicitation at a higher cost.


Cropley also reports on Delaware’s environmental agency offering up a potential strategy for getting that state into the offshore wind industry. Collaboration with nearby states might help, the report indicates, because Delaware is small and would have difficulty developing economies of scale on its own.


Other media also weigh in with stories on offshore wind: The conservative-leaning Empire Center for Public Policy sneers at New York’s increasingly costly embrace of offshore wind; the libertarian Cato Institute flags the problems the century-old Jones Act is creating for the U.S.’s nascent industry; and TechXplore says Illinois may be the next state to pick up the torch for the long-debated concept of wind power on the Great Lakes.


Back on land, Renewable Energy World reports that the first utility-scale wind turbine in coal-loving Kentucky is undergoing testing.

American Electric Power has entered into an agreement to sell its 50% interest in New Mexico Renewable Development to Exus North America Holdings. AEP and PNM Resources, which also owns 50% of NMRD, plan to sell the portfolio of 15 solar projects totaling 625 megawatts to Exus for approximately $230 million subject to true-up adjustments at close. AEP's share of the sale is approximately $115 million, and AEP expects to receive about $104 million in cash after tax, transaction fees and other customary adjustments. Kentucky's largest utility has built what it says is the state's first utility-scale wind turbine in an effort to test the potential of wind energy. The wind turbine, which Louisville Gas and Electric and Kentucky Utilities (LG&E and KU) constructed at the end of last year with its parent company PPL Corporation, stands at 165 feet on the site of the utility's E.W. Brown Generating Station in Mercer County. The site is also home to a coal-fired power plant unit, a 10 megawatt solar installation, several gas-fired turbines and a hydroelectric plant.
