While legislatures slowed passing transportation electrification policy this week, state and federal leaders grappled with EV supply chain issues while entrepreneurs tackled charger glitches.


The Treasury Department’s back-and-forth on implementing the IRA’s transportation funds is causing uncertainty among the U.S.’ allies along the EV supply chain, Bloomberg reports. The act not only encourages development of American supply chains for decarbonization, but also bans sourcing materials from “foreign entities of concern” such as China and Russia. 


China’s share of global manufacturing capacity is above 80% in 11 key clean-tech sectors, including several EV battery parts.  


This analysis comes as Senate Banking Committee Chair Sherrod Brown (D-Ohio) implored President Joe Biden to permanently ban the sale of Chinese EVs in the U.S., Reuters writes. This call to action is the latest and most extreme in a series of requests from legislators to limit Chinese vehicles’ impact on the domestic EV market.  


Additionally, Los Angeles-based startup ChargerHelp has begun to repair California’s defunct EV chargers by developing and deploying software-based solutions, the Los Angeles Times reports. While the solutions can’t be used remotely, co-founder Evette Ellis said, a high-school graduate can implement them with basic training in computer principles and EV circuitry.

As of April 1, any Colorado resident can walk into a participating bike shop and get $450 off the price of an e-bike, courtesy of the state. It's a sweet deal for Coloradoans and the planet. The commencement of the largest ever e-bike subsidy program in the U.S. is as good a time as ever to sing the praises of these kinds of policies. The 2022 Inflation Reduction Act offers electric car subsidies as large as $7,500, but not a penny for e-bikes. It was a huge missed opportunity -- hopefully one that will be corrected in the future. There are few policies that can do so much good for so little money as e-bike subsidies. Fast Company

Kentucky walks back new tax on many electric vehicle chargers

Kentucky will exempt many publicly available electric vehicle chargers from a new usage tax that would have made it more expensive and complicated for community groups like churches and libraries to offer free EV charging. The exemption of lower-capacity chargers from a new tax on EV electricity was folded into a last-minute "cleanup" bill addressing technical issues that passed the House and Senate on the final day of the 2024 legislative session. EV chargers required for new construction under lawmaker proposal

Under a new proposal being considered by Minnesota legislators, the building code would be amended to require a minimum number of EV-ready and EV-capable spaces, and charging stations within or adjacent to new commercial and multifamily structures, and all new residential buildings that provide on-site parking. St. Paul City Council to vote on boosting EV readiness

The St. Paul City Council has unanimously passed a zoning proposal that aims to prepare new surface parking lots for a future with more electric vehicles. The proposal says new surface parking lots with more than 15 spots would have to be EV capable, meaning the wiring and panel spacing would be ready for chargers, but none would be mandated or built just yet.
