Welcome to this week’s Resources Intelligence Report. Once again, NetZero Insider has a full plate of news coverage, and a particularly large plate because of our comprehensive coverage of a major offshore wind energy industry summit.


But let’s start on land. 


New York state has reached tentative contract agreements with developers of 24 large-scale renewable energy projects totaling nearly 2.4 GW of capacity. John Cropley reports that this is only a fraction of the 81 onshore contracts totaling 7.5 GW canceled for economic reasons in recent months but notes that the 24 are all mature projects nearing construction-ready status. 


North Carolina residents criticized Duke Energy’s preferred schedule for retirement of coal-fired generation assets and its plans to replace some of the lost capacity with natural gas-burning generation. Jack Bingham reports the story from a state Utilities Commission public hearing. 


And now, the offshore news: 

  • A federal appeals court affirmed the previous rejection of two challenges to the environmental reviews of the Vineyard Wind 1 project off the Massachusetts coast. Jon Lamson writes that it is the latest setback for offshore wind opponents, who have gone to court repeatedly in a so-far fruitless attempt to slow the wave of planned construction off the Northeast coast. 

  • During its first-quarter financial report, offshore wind industry leader Ørsted described its path forward in the U.S. market, where it has sustained billions in losses and impairments. Cropley also summarizes the wide-ranging comments of Ørsted CEO Mads Nipper in a question-and-answer session with financial analysts. 

  • Hugh Morley has a story on New Jersey’s fourth offshore wind solicitation, which seeks proposals for 1.4 to 4 GW of capacity. The Garden State is trying to bounce back from the demise of Ørsted’s Ocean Wind 1 and 2, the first and so far only project cancellations in the present era of U.S. offshore wind energy development. 

  • Federal regulators designated 10 new wind energy lease areas — eight in the Gulf of Maine and two off the Oregon coast. They could be auctioned later this year and their potential capacity exceeds 18 GW, Cropley writes, but they will rely on floating wind technology that is still being developed. 

In New Orleans from April 22 to 25, the Oceantic Network held its 2024 International Partnering Forum, a major offshore wind industry event that drew 3,400 attendees from 32 nations. Cropley was on site starting at sunrise the first day. 


He filed live coverage of breaking news — federal regulators’ announcement of a five-year auction schedule and updated offshore wind development regulations — and he followed up with in-depth reporting on some of the issues facing the industry as it attempts to build momentum in the U.S.:

  • GE Vernova in its first-quarter report said it is still sustaining losses with its offshore wind business segment and will be selective about taking new orders, Cropley reports. 

  • K Kaufmann has a story on Exelon’s first-quarter earnings call, one focus of which was the company’s efforts to comply with Illinois’ Climate and Equitable Jobs Act as it modernizes the grid and transitions to clean energy.
