The NetZero Insider team’s zero-emissions transportation news this week analyzes the effectiveness of both current and future electric vehicle policy.

K Kaufmann reported on the IRS’ two-year phase-in for automakers to adopt some of the Inflation Reduction Act’s domestic content requirements. This phase-in allows more time for the U.S. to stand up its own supply chains for critical minerals and other EV battery components, and could increase the number of EV models qualifying for the IRA’s $7,500 tax credit, experts say.

James Downing covered a recent paper saying that demand from medium- and heavy-duty vehicle (MHDV) electrification will necessitate grid upgrades but could lower rates because of increased revenue from charging. American Energy United’s report suggested data-sharing, peak load management and grid investment would be key for managing the transition.

In Illinois, automaker Rivian will receive $827 million in state incentives to manufacture its newest EV, the R2, TechCrunch reports. The company had planned to manufacture the vehicle at a plant in Georgia but pivoted to save more than $2 billion.

Rivian did say it is “not abandoning Georgia” after announcing the Illinois incentives, the Ledger-Enquirer writes. The company plans to return to the state after ramping the up its production capacity of the R2 and the planned R3.

Following Tesla firing its Supercharger team en masse, BP is interested in expanding its charging network to fill in the hole, Reuters reports. BP in October placed a $100 million order for Tesla’s chargers, but it has also laid off 10% of its EV charging team following lackluster growth in purchases.
