Here are some of the stories RTO Insider plans on having for you next week: 


Jon Lamson will dish on the NEPOOL Markets Committee meeting, which will feature a discussion of stakeholder feedback on the scope of ISO-NE’s capacity market revisions.


Devin Leith-Yessian will report on a trio of PJM committees. The Planning Committee will consider endorsing revisions to the Load Analysis Subcommittee’s charter, while the Market Implementation Committee will consider endorsing several packages of revisions on how the capacity offered by energy efficiency resources is measured and verified. Lastly, the Operating Committee will review the monthly load forecast error, operating metrics and cybersecurity updates. 


Tom Kleckner will have a story on the SPP Board of Directors and Regional State Committee meetings in St. Louis. The quarterly meetings and stakeholder briefings are expected to produce a plan forward for responding to FERC’s deficiency letter on the Markets+ tariff. 


Ayla Burnett will gather the details from a CAISO Storage Bid Cost Recovery and Default Energy Bids workshop, where staff and stakeholders will continue to work through the problem of insufficient and inappropriate bid cost recovery payments going to storage resources. Ayla will also dive into the ISO’s 2023 Annual Report on Market Issues and Performance. 


Robert Mullin will cover the West-Wide Governance Pathways Initiative’s workshop to discuss tariff provisions that would fall under the Western “regional organization” under development, as well as what authorities it would share with CAISO, if any. 


Holden Mann will follow along with a ReliabilityFirst workshop on the role of protection systems in maintaining grid reliability. There will also be a SERC webinar on NERC’s latest State of Reliability report and its recommendations for state utility regulators. 


The RTO Insider team will dive into a U.S. Energy Association virtual press briefing entitled, “Extreme Weather: The existential threat to utilities.” Panelists will include CAISO CEO Elliot Mainzer, ERCOT President Pablo Vegas and MISO Chief Costumer Officer Todd Hillman, among others.
