NetZero Insider’s transportation coverage for this week featured a story by Elaine Goodman on the California Air Resources Board’s decision to revise their heavy-duty vehicle emissions regulations. CARB’s Advanced Clean Trucks rule require vehicle manufacturers to gradually increase the percentage of zero-emission vehicles they sell.


The board voted to give manufacturers an additional two years to make up for a missed quota for a given year and will now give partial credit for hybrid vehicle sales. It will also no longer require manufacturers to track sold vehicles to ensure the “ultimate purchaser” is in California. 


In other heavy-duty decarbonization news, Michael Brooks covered EPA’s announcement of nearly $3 billion in grants for clean port infrastructure, which is intended to support the purchase of 1,000 drayage trucks, 10 locomotives and 20 vessels, along with vehicle charging and fueling infrastructure, and solar generation. 


The money will go to ports and inland terminals throughout the country, distributed through 55 state, city and county agencies. EPA estimates it will prevent 3 million metric tons of carbon emissions and will provide significant localized air pollution reductions. 


In New Jersey, the Board of Public Utilities approved new regulations allowing electric utilities to propose programs promoting the development of medium- and heavy-duty electric vehicle charging. The rules authorize the utilities to provide up to $55 million in incentives for charging infrastructure projects. 


The rules make the states “responsible for the wiring and backbone infrastructure necessary to enable a robust number of [medium- and heavy-duty] make-ready locations throughout the state.” Environmental advocates applauded the approval as “huge milestone not only for clean transportation, but also for climate and clean air.” 


In news from other sources, the International Monetary Fund said the shift to electric vehicles will have “far reaching consequences,” including a slight reduction in Europe’s GDP in the medium term and employment declines in the automotive sector, Reuters reports


With the U.S. presidential election just days away, analysts expect the trend toward vehicle electrification to continue regardless of the election results but say the pace of change is likely at stake.
