This week’s transportation decarbonization news was headlined by the fallout of the Trump administration’s wide-ranging tariffs, which threaten to increase the cost of electric vehicles and slow the pace of EV adoption across the country.

The tariffs could hurt domestic EV manufacturing by increasing the cost of basic materials including critical minerals. The impacts on U.S. industry and vehicle costs could be compounded by the loss of Biden-era EV incentives.

It was already a turbulent week for the EV industry before the tariffs took effect. Tesla announced that sales fell by 13% globally in the first quarter of this year, significantly short of expectations. The company is facing continued backlash from CEO Elon Musk’s role in the Trump administration.

In New York state, lawmakers have introduced legislation that would revoke the company’s permits to sell vehicles directly to customers in the state. The bill would allow other EV manufacturers to compete for the direct-sales permits.

Tesla is not the only EV manufacturer struggling; Volvo reported a 26% drop in fully electric vehicles across the globe.

Meanwhile, General Motors’ EV sales nearly doubled in the first quarter of 2025, which the company attributed to having “the broadest portfolio of EVs in the industry.” Hyundai’s EV business also has a strong month, with EV sales increasing by 38%.

In other news, the Illinois Commerce Commission approved $168 million in funding for ComEd to provide incentives for businesses to buy electric vehicles and for homeowners to install EV chargers.

In heavy-duty vehicle news, Bloomberg reported on the recent struggles of hydrogen trucking companies. Four trucking companies have gone under in the past six months. The businesses struggled to raise enough money to continue operations long enough to reach commercial viability. BP also announced it has cut its team focused on hydrogen and LNG for heavy-duty vehicles.

In shipping news, ship owners have ordered 14 new methanol- or ammonia-powered vehicles since the start of the year. The vehicles are still capable on running on conventional fossil fuels.

Meanwhile, the world’s first ammonia-powered tugboat completed a demonstration voyage lasting three months, achieving about a 95% reduction in emissions. The boat will continue to operate and collect data in Tokyo Bay.

All that and more in this week’s Intelligence Report:
